uploading code for php

i m new in this forum also beginner of php language .i made 2 site site using php and musql .one is blog and another is news portal..now i wanted to build a site which have a uploading system..not image upload also file upload and also download .i have a uploding code but that not working properly.don't know what is the problem.can anyone tell me the exact uploading code

BTW - did you make the toy site in your signiature? If so, thats a great job, especially for a beginner
