Water Cooling vs Fan cooling

Whats the difference between the two, and which is better for what circumstances and why? This is the topic I'm probably least knowledgeable in so if anyone could offer some insight that would be great =)

Water cooling is really for people who want to massively overclock their computers. I'd recommend against it for the casual user.

Air cooling is just a fan either blowing onto, or pulling air away from a component. It's usually coupled with a heatsink (hunk of metal).
